the study does not need to be conducted because there are no chemical groups present in the molecule which are associated with oxidising properties and hence, the classification procedure does not need to be applied

Description of key information

2 -Chlorotoluene has no oxidizing properties as the substance is incapable of reacting exothermically with combustible materials on the basis of the chemical structure.

Justification for classification or non-classification

According to REGULATION (EC) No. 1272/2008 (CLP) Annex I,, oxidising properties can be excluded based on molecular structure: "For organic substances or mixtures the classification procedure for this class shall not apply if:
(a) the substance or mixture does not contain oxygen, fluorine or chlorine; or
(b) the substance or mixture contains oxygen, fluorine or chlorine and these elements are chemically bonded only to carbon or hydrogen."
The second issue holds true for the submission substance.
