- Based on criteria defined in UN Recommendations on the Transport of Dangerous Goods (Manual of Tests and Criteria, Annex 6, Orange Book, 3rd edition, 1999), Red Rwa 4565 is considered to be non-oxidising and therefore is not to be tested experimentally for the classification under division 5.1 as oxidising substances. Thus it can be concluded beyond a reasonable doubt that Red Rwa 4565 is not capable of causing fire or enhancing the risk of fire when in contact with combustible material.
- Executive summary:
The oxidising properties of Red Rwa 4565 were screened based on the UN Recommendations on the Transport of Dangerous Goods (Orange Book,3'd edition, 1999) where a set of criteria is compiled to evaluate the need for classification of materials as oxidising substances. According to the criteria as described in the above mentioned UN document:
- the classification procedure using experimental testing need not be applied for organic compounds if the compound does not contain oxygen. fluorine or chlorine. AND
- the classification procedure using experimental testing need not to be applied for organic compounds if the compound contains oxygen, fluorine or chlorine and these elements are chemicallv bonded onlv to carbon and hydrogen
Red Rwa 4565 contains chlorine and oxygen. Chlorine is bonded to carbon only, whereas the oxygen atoms are bonded to sulphur. Thus, the conditions of the UN recommendations are not fulfilled and the oxygen balance was used as third criterion to predict oxidising properties:
Red Rwa 4565 is a mixture of 4 closely related compounds. The oxygen balance was calculated for the acid form of the compound with the highest content in oxygen according to the UN recommendations and taking carbon, hydrogen and oxygen into consideration. The oxygen balance was found to be negative (approx, -90). ln principle this means, that there is a surplus on carbon atoms for a complete reaction according to the following reaction scheme:
CxHyOz + [x+(y/4)-(z/2)]O2 --> xCO2 + (y/2)H2O.
Conclusion
Based on criteria defined in UN Recommendations on the Transport of Dangerous Goods (Manual of Tests and Criteria, Annex 6, Orange Book, 3rd edition, 1999), Red Rwa 4565 is considered to be non-oxidising and therefore is not to be tested experimentally for the classification under division 5.1 as oxidising substances. Thus it can be concluded beyond a reasonable doubt that Red Rwa 4565 is not capable of causing fire or enhancing the risk of fire when in contact with combustible material.
