A reliable GLP study was performed to test the flammability of THPS dry active substance (100%), according to the EC A10 standard method.
In the preliminary test, the test item was formed into an unbroken strip or powder train, approximately 250-mm long, 20-mm wide and 10-mm high on a non-combustible, non-porous and low heat-conducting base plate. A hot flame from a gas burner was applied to one end of the powder train until ignition or for a maximum of 2 min. It was noted whether combustion propagates along 200 mm of the train within the 4-min test period.
During the two assays of the preliminary test, the test item decomposed and made a colorless liquid which boiled. A red glow on a part of the test item (near the start of the flame) and a darkening were observed. Neither ignition, nor propagation were observed.
THPS dry active substance is not considered as highly flammable for chemical risk assessment and CLP purposes.

Description of key information
A reliable key study was performed to test the flammability of THPS dry active substance (100%), according to the EC A10 standard method. During the two assays of the preliminary test, neither ignition, nor propagation were observed.
Thus the test substance was not considered as highly flammable. This result is supported by the expert statement of Harrison (1993).

Two similar studies were performed to measure the flash point of THPS at 75% in aqueous solution as marketed (Tolcide PS75) using the Pensky-Martens apparatus according to a closed cup method. The test were not performed under GLP, but were inspected by internal Quality Assurance. The study of Talbot (1999) is well documented and meets generally accepted scientific principles and therefore was assessed as reliable key study (with restritions) for CLP and risk assessment purposes. The study of Fidoe is not well documented and its reliability cannot be assessed however, the result being consistent with the Talbot study it is used as supporting study.
In the key study, no flash occured up to 105°C at which point the pilot flame was extinguished by the steam from the hot sample. Shortly after this point, the sample boiled and poured out over the heating block and past the main heating flame. At no point was there any signs of ignition.
In the supporting study, THPS 75% was considered to have no flash point since the substance reached boiling point with no sign of ignition.
The tests demostrate that THPS 75% in aqueous solution (Tolcide PS75 as marketed) does not have a flash point up to 105°C and is not flammable.
Justification for classification or non-classification
A reliable key study was performed to test the flammability of THPS dry active substance (100%), according to the EC A10 standard method. During the two assays of the preliminary test, neither ignition, nor propagation were observed.
Thus the test substance, THPS dry at 100% was not considered as highly flammable for CLP purposes.
A reliable key study was performed to assess the flash point of THPS at 75% in aqueous solution as market (Tolcide PS75). No flash occured up to 105°C and shortly after this point, the sample boiled and poured out over the heating block and past the main heating flame. Thus the test substance, THPS 75% in aqueous solution as marketed (Tolcide PS75), is not considered flammable for CLP purposes.
