Registry of restriction intentions until outcome
The registry of restriction intentions until outcome lists the intentions and Annex XV restriction proposals received by ECHA.
A restriction proposal may be prepared by a Member State or by ECHA at the request of the Commission or on its own initiative for substances in the Authorisation List. It is a legal requirement for a Member State to notify ECHA of its intention to prepare a restriction dossier. The advance notice enables interested parties to plan and prepare for commenting later on.
Interested parties can follow the progress of a proposal through the restriction process, from the notification of the intention to the adoption of the final opinions by the Committee for Risk Assessment (RAC) and the Committee for Socio-economic Analysis (SEAC), and the adoption of the restriction by the European Commission.
Stakeholders are encouraged to submit any relevant information to the dossier submitters during the preparation of the restriction proposal and during the consultations. Information to motivate any exemptions to the scope described in the intention is particularly useful to receive in the preparatory phase of the dossier.

Details on the scope of restriction | Restricting the manufacture, use and placing on the market of substances, mixtures and articles containing C14-17 chloroalkanes with PBT- and/or vPvB-properties. |
Reason for restriction | The Member State Committee agreed on 15 June 2021 on the identification of ‘MCCP (defined as UVCB substances consisting of more than or equal to 80% linear chloroalkanes with carbon chain lengths within the range from C14 to C17)’ as substance of very high concern (SVHC) on the basis of its identification as persistent, bioaccumulative and toxic (PBT) and very persistent and very bioaccumulative (vPvB). In addition, the Member State Committee also concluded that other substances may contain ‘MCCP’ constituents/congener groups with PBT- and/or vPvB-properties, and that such substances could also be considered to meet the REACH Annex XIII criteria for a PBT or vPvB substance if these constituents/congener groups are present in a concentration ≥ 0.1 % (w/w). Similarly, the United Kingdom submitted in 2021 a proposal for listing some chlorinated paraffins (i.e. chloroalkanes) with carbon chain lengths within the range C14-17 in the Annexes to the Stockholm Convention on Persistent Organic Pollutants (POPs). This proposal might lead to an elimination or a restriction of the production and use of these substances under the POPs convention. |
Remarks | The European Commission updated the request on 31 Mar 2022 to include uses in PVC within the scope of the investigation. The updated request also clarifies that other substances containing C14-17 chloroalkanes congener groups with PBT- and/or vPvB-properties should be assessed and included in the restriction dossier that is under preparation. |
