Poison Centres

IUCLID (International Uniform ChemicaLInformation Database) is a software application to manage data on intrinsic and hazard properties of chemicals. It is the format used by both regulatory bodies and the chemical industry in the implementation of various regulatory programmes. The poison centre notification (PCN) format is a subset of the IUCLID format and is used to prepare information on mixtures classified for health or physical hazards in accordance with Article 45 and Annex VIII to the CLP Regulation.

ECHA Cloud is an online service allowing EU-based companies to prepare and submit PCN dossiers in IUCLID format. To use the service, you need to create an ECHA Account first and accept the Terms and Conditions. Working in the Cloud, you can freely switch between the IUCLID Cloud service for the preparation of your dossiers, and ECHA Submission portal for submission.

In addition to IUCLID Cloud, it is also possible to prepare a PCN dossier offline using either the desktop or server version of IUCLID 6 downloaded from the IUCLID website. Remember to ensure you are using the latest version of IUCLID 6 in your working instance. Dossiers created offline can be uploaded later to the portal. 

Automated PCN validation rules, or checks, are run on the dossier in the portal at the time of submission. You can use the validation tool in IUCLID to check your dossier before you submit. Once the dossier has passed the validation checks, the notification is made available to the relevant Member States’ Appointed Bodies who access the information either through an eDelivery service or through the Poison Centre Notification Database.

The ECHA submission portal facilitates the submission process, however further information on national submission systems, fees, acceptance criteria and timelines are at the discretion of each Member State. Companies can also upload and submit notifications in the ECHA Submission portal test environment - as if they were in the official portal. The full user experience allows different submission scenarios to be tested and full validation checks to be done for dossiers. Make use of the test environment to check how the portal works, without appointed bodies and poison centres receiving misleading or test data.
